PTA implements MVNO policy framework after federal cabinet approval

ISLAMABAD: The Pakistan Telecommunication Authority (PTA) has formally implemented the policy framework for Mobile Virtual Network Operators (MVNOs) following approval by the federal cabinet, marking a significant step toward greater competition and innovation in the country’s telecommunications sector.

Under the new framework, MVNOs will be allowed to offer mobile services across Pakistan under their own brand names through commercial agreements with licensed mobile network operators. These operators will not be required to hold spectrum, enabling new entrants to provide services without the heavy infrastructure costs associated with traditional telecom operations.

According to the PTA, MVNO licenses will initially be issued for a period of 15 years, subject to compliance with applicable regulatory requirements. The policy has been designed to encourage the rollout of modern mobile services while improving service quality and offering consumers more affordable and diverse options.

Officials said the framework aims to attract new investment, generate employment opportunities, and support the government’s Digital Pakistan vision by making mobile services more accessible and inclusive.

The PTA has announced that it will soon begin the process of issuing MVNO licenses. A draft MVNO license will be prepared in line with the approved policy, outlining clear and simplified terms, conditions, and regulatory obligations for prospective applicants.
