Kites up, risks down: Lahore rolls out tough Basant safety code

WEB DESK: The Lahore deputy commissioner has issued a 12-point code of conduct for Basant, the kite-flying festival scheduled to take place from February 6 to 8, directing the district administration, police and relevant departments to strictly enforce safety guidelines across the city.

According to an official notification, the code of conduct will apply to all areas of Lahore, including rooftops and buildings. Authorities have warned that strict legal action will be taken against anyone found violating the Kite Flying Act or prescribed safety rules.

Under the code, district officers and police have been empowered to inspect rooftops and kite-flying locations to ensure compliance. A zero-tolerance policy has been announced against the use of dangerous strings and aerial firing, while the use, sale and purchase of metallic, chemical and nylon kite strings have been strictly banned in the interest of public safety.

The deputy commissioner has also directed authorities to ensure the mandatory installation of safety rods on motorcycles across the city. Aerial firing and the use of sound systems that disturb public peace during the festival will remain prohibited. Kite flying near the airport and other sensitive installations has been completely banned.

Rooftop owners have been declared personally responsible for ensuring safety arrangements and will be held accountable in the event of any accident. The use of unsafe rooftops for kite flying has also been strictly prohibited.

Reaffirming the administration’s commitment, the deputy commissioner said all available resources would be utilised to ensure the cultural festival is celebrated in a safe and peaceful manner. He added that enforcement against the sale of hazardous kite strings would be carried out without exception, and violators would face immediate registration of FIRs and strict legal action.

Parents have been urged to closely supervise their children during the festival, while a robust citywide monitoring system will remain in place throughout the celebrations. The deputy commissioner appealed to citizens to cooperate with authorities to ensure Basant is observed in a secure and orderly environment.
