CCLC likely abolish commissioner appeal positions in FBR

ISLAMABAD: The Cabinet Committee for Disposal of Legislative Cases (CCLC) is poised to endorse the abolition of commissioner appeal positions within the Federal Board of Revenue (FBR) to expedite resolution of tax cases valued at billions of rupees currently pending across various forums.

Government sources said that the CCLC meeting, to be chaired by the federal law minister on Thursday, will consider a Ministry of Finance summary outlining the Tax Laws Bill 2024.

Under the proposed changes, tax-related disputes would bypass commissioner appeals and be directly filed with the Appellate Tribunal, with a focus on imposing specific timelines for tribunal members to adjudicate cases.

Originally intended as a tax amendment ordinance for 2024, the bill will now be presented in the National Assembly post-cabinet approval, following directives reportedly issued by the Prime Minister to the FBR.

The CCLC agenda also includes Ministry of Aviation summaries addressing rules for appointing the Director General of the Pakistan Civil Aviation Authority, as well as private board member appointments for the Pakistan Airport Authority.

Discussions will extend to Legal Aid and Justice Authority Rules for 2023, alongside a privitization division summary addressing the substitution of “Federal Government” with appropriate authorities.
